For the Spices just to stop sticking i would guess about a cup or mug full, it really is not important, its just done to stop sticking as you go through the method & makes no difference to taste.
The other time you add water again, Sorry its vague but Chef just said once all chopped ingredients were in pot you put enough water in to just the same level of the ingredients & check now & again & add if you lose loads through condensation, but keep the level to ensure all ingredients cook even.
