Yes, even in Nepal I was unable to locate fresh tej patta, only dried. I am sure that /somewhere/ in the world they can be found fresh, but I have yet to find any, and I don't think it really makes any difference, unlike smaller leaves such as mint, coriander, etc., where the difference between fresh and dried is very marked. Curry leaves, I suspect, are somewhere on the boundary between the two groups : better fresh, but OK dried.
