I guess this is a typical Bir invention.  There are posts around about Garlic & Ginger powders.  But I reckon all they will have done is add the following to their standard Balti mix; a load of Garlic powder, natural unrefined cane sugar (Gur), and some medium to mild Chilli powder; and possibly but unlikely a smidgeon of Ginger powder.  Sorry about the measurements but it does depend on the size of serving, I would siggest 1 Tblsp Garlic, 1 tsp each of Ginger and Sugar for a standard serving.

I am not a lover of this UK invention (Balti), but my Wife taught in North Pakistan for some time and she tells me how she and the kids used to eat the real Baltis every day which were very simple and contained very few spices; the UK ones are nothing like the original she says.
